Executive Director, Delaware Criminal Justice Council 1983 - 1995 overseeing a staff of 25 conducting policy analysis, program implementation, evaluation, public education, grant management. Worked for a statutory board of directors that included the Chief Justice, President Judge of Superior Court, Chief Family Court Judge, Chief Justice of the Peace, Attorney General, Chief Public Defender and others.
Concurrently served as Staff Coordinator for the Delaware Sentencing Accountability Commission: implemented sentencing guidelines for the judiciary and a 5 level continuum of sanctions for Corrections. This including working with the legislature on drafting the statute; deriving from the judiciary acceptable and working standards for sentencing; determining and acquiring to the extent possible the necessary resources to sanction offenders in accord with the standards; monitoring the system; and making revisions as needed.
