1997 - 2001
Vice President for Consulting, MAXIMUS Public Systems Division. MAXIMUS PSD is a software development company specializing in government applications. Project responsibilities included project management of a case management system developed for Maryland's Department of Juvenile Justice.
1995-97
Visiting Fellow, National Institute of Justice, Washington D.C. NIJ is the research arm of the U.S. Department of Justice, studying sentencing and criminal justice policy issues, particularly restorative justice.
1983-95
Executive Director, Delaware Criminal Justice Council. This statutory body is composed of the leaders of Delaware's criminal and juvenile justice systems. Duties included:
overseeing a staff of 25,
policy analysis,
program implementation and evaluation,
public education,
grant drafting and management.
Concurrently served as Staff Coordinator for a separate statutory body, the Sentencing Accountability Commission. This body:
implemented sentencing guidelines;
drafted legislation which was enacted;
set up a five level continuum of sanctions;
provided annual reports and recommendations for resource allocation policy and statutory actions.
1974-83
Deputy Director, Criminal Justice Council. Significant tasks at CJC involved:
de-institutionalization of status offenders;
reduction of prison crowding,;
development of family violence programs;
passage of restitution law and design of a model collection system;
revision of drunk driving law;
victim program development;
sentencing reform;
development of community policing/community justice models.
