Tom Quinn Experience in Victim Issues, Restorative and Community Justice:
1995-1997 Visiting Fellow, National Institute of Justice, Washington D.C. NIJ is the research arm of the U.S. Department of Justice: studied sentencing and criminal justice policy issues, particularly restorative justice. Among responsibilities and articles published:

  • Planned and moderated a National Symposium on Restorative Justice;
  • Moderated 4 regional symposia on restorative justice;
  • Presented on Restorative Justice applications and policy implications at numerous meetings and conferences, including:

1983 Helped to draft Delaware Sentencing statute with a primary goal of restoring the victim.

1981 Assisted in drafting policy and statutory revisions in Delaware to improve the ordering and collection of restitution; developed pilot project to document viability of new system.

1984-1995 Oversaw the planning and allocation of federal funds in Delaware to serve victims of crime, including child abuse and domestic violence victims.

Member of National Organization of Victim Assistance.

Member of Victim Offender Mediation Association.

Former Board member, Delaware Children's Advocacy Center.

Member, Colorado Forum on Restorative Justice.
